The initial study area in Carlisle encompassed the entire residential core around the central business district. After meeting with community residents and stakeholders, and observing the range of architectural styles, the age of the structures, and the overall streetscape treatments, four distinct neighborhoods were identified. The existing relationship with and proximity to Dickinson College, the LeTort Run Creek, and an understanding of neighborhood traffic patterns were all key to the planning.
