New Rochelle Form Based Code
To realize the City of New Rochelle’s vision for placemaking and economic development, a Downtown Plan and Form Based Overlay Ordinance was prepared to incentivize investment within downtown New Rochelle 279 acres in cooperation with their designated Master Developer. The ordinance created during this process applies market-flexible ordinance provisions to create incentives for civic spaces, shared parking, and mixed-use development while enhancing the walkability and transit access within these districts. Along key commercial corridors, this code requires storefronts to include various elements to ensure a walkable pedestrian-friendly commercial corridor. This Downtown Plan and subsequent Form Based Ordinance has spurred 25 developments throughout the downtown helping to realize many of the community’s goals. Key leaders at Derck & Edson were co-authors of this plan and ordinance.
